The first notions of PSA (Physical or Sports Activities) within the Correctional Administration began with the note of 10 August 1949, which authorised half an hour of PSA per day for long sentences inmates of under 35 years old under the supervision of staff capable of supervising these practices.
By an instruction of October 1st 1958, the legislator organised the prison into 5 titles concerning
• sports facilities
• staff
• management of PSA
• partnerships
• training of sports instructors.
Currently, the professional framework for prison sports instructors is set by a function sheet registered in the “ROME” directory (Operational Directory of Trades and Jobs) which defines the areas of intervention in sports activities.
The terms of access to the position of sports instructor, the training, the promotion and departure from the sector are governed by the decree of 22 May 2014.
The mission of sports instructors is to organise, supervise and lead sports sessions for inmates, to ensure the safety and security of detention and of the individuals, to contribute to the mission of rehabilitation and prevention of recidivism, and to design and carry out collective or individual projects relating to sports.
To do so, the prison sports instructors must assess and take into consideration the abilities of participants in order to preserve their physical safety. In addition, each animation time requires the construction and implementation of an educational project. This system facilitates the success of the actions developed in conjunction with the probation services and the prison itself. In order to give greater coherence to the different actions, they must be carried out in collaboration with the different institutional partners: local authorities, federations, departmental youth and sports directorates, sports associations.
The sports sector includes a national sports policy referent within the prison administration directorate, 10 regional referents, a training manager at the ENAP and around 280 civil servants recruited among the surveillance staff.
In addition to this organisation, contract staff and occasional contributors are called upon to complete the system of sports programmes for inmates.
Each year a national selection process is held to recruit future sports instructors among the basic grade surveillance staff.
They follow a one-year initial training course starting in February. It is divided into two parts. The first 5-month course alternates between the ENAP and their future assignment establishment.
This first part allows the acquisition of knowledge, know-how and the ability to be in touch with the running of sports sessions. But also, the realisation of a sports-related project and finally the notion of health prevention through adapted and individualised sports programmes.
This 1st stage in the training is validated by a provisional accreditation.
The second part of the training exclusively within the sports department of the institution of assignment is validated by a definitive accreditation.
This initial training is supplemented by continuous training opportunities at the ENAP, which offers training courses in connection with major sport events (Olympic Games, World Cup, etc.) but also to reinforce the concepts of sport and health addressed in training.
Institutional partnerships enable the diversification of the sports continuing training offer within the Correctional Administration’s inter-regional departments or in connection with the decentralised Youth & Sports services.
Sport and Health topic is becoming increasingly important in the training of sports instructors. The study of the characteristics of the state of health of the penal population requires some specific knowledge from instructors. To do so, knowledge on the themes of fighting against addictions, Sarcopenia, Obesity, chronic diseases and long-term illnesses are reinforced during their training.
Synergy between prescribing health professionals and the instructors who supervise specific sessions in institutions should be developed.
Sport is used as a tool that reinforces, or as a trigger for, the inmate's integration process. The notions of self-respect, respect for others and respect for the rules imposed by sports regulations are developed.
The practice of sport also helps to strengthen the confidence and self-esteem of people who are far removed from traditional sporting practices.
Short term leaves to take part in sports activities make it possible to check the reliability of the inmate and can be a prerequisite for future decisions on sentence adjustments.
